What is CHAMP?

The Coalition for High Ambition Multilevel Partnerships (CHAMP) for Climate Action is a global initiative that helps national governments work more effectively with cities, states, and regions to deliver stronger climate action.

Launched at COP28 by the COP28 Presidency and Bloomberg Philanthropies, CHAMP encourages countries to formally include subnational governments in climate planning, decision-making, and implementation -- ensuring climate goals translate into real, effective action.

WRI serves as the Secretariat for CHAMP, coordinating across 78 endorsing countries and a network of partner organizations.

The Pledge

Endorsing countries commit to six actions:

  1. Consult with subnational governments on climate action opportunities
  2. Collaborate in designing and implementing national climate commitments
  3. Enhance NDCs before COP30 with subnational input
  4. Invest — include subnational projects in climate finance priorities
  5. Review — conduct regular progress reviews through existing processes
  6. Dialogue — meet with subnational leaders at global forums
